The National Center for Electronics Recycling (NCER) is a 501(c)(3) non-profit organization formed in 2005 that is dedicated to the development and enhancement of a national infrastructure for the recycling of used electronics in the U.S. through 1) the coordination of initiatives targeting the recycling of used electronics in the United States, 2) participation in pilot projects to advance and encourage electronics recycling, and 3) the development of programs that reduce the burden of government through private management of electronics recycling systems. In addition to recently being selected to serve as the state contractor for the Vermont eCycles program, NCER also serves as the state contractor in a similar capacity in the state of Oregon. NCER works closely with the Northeast Recycling Council to help execute the state's electronics recycling program in Vermont. 

The Northeast Recycling Council, Inc. (NERC) is a multi-state non-profit organization that is committed to environmental and economic sustainability through responsible solid waste management. Its programs emphasize source reduction, reuse, recycling, composting, environmentally preferable purchasing (EPP), and decreasing the toxicity of the solid waste stream in the 10-state region comprised of Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey New York, Pennsylvania, Rhode Island, and Vermont.  As an organization, NERC conducts projects that influence policy and affect change through research, technical assistance, demonstration projects, and education. Now in its 28th year, NERC continues to be a dynamic and varied organization, committed to all aspects of recycling market development through environmental and economic sustainability. NERC regularly implements innovative projects. It hosts and supports several national programs: the Toxics in Packaging Clearinghouse, the Electronics Recycling Coordination Clearinghouse, the State Electronics Challenge, and the EPPnet and Organics Management Northeast listservs. NERC’s projects and staff often impact national dialogues and solutions to creating an environmentally sustainable economy.

NCER and NERC have worked together on other projects, such as the Electronics Recycling Coordination Clearinghouse (ERCC). ERCC was launched in 2010 and is a forum for coordination and information exchange among the state/local agencies that are implementing electronics recycling laws and all impacted stakeholders.
